Joule Pacific

Our Services

Specialist technical advisory across five core service areas. Most engagements draw on more than one — we structure each engagement around the specific needs of the project and client.

Service 1

Technical Due Diligence & Lender's Technical Advisory

Independent engineering assessment supporting project financing and investment decisions across hydropower, pumped storage, wind, solar, and BESS projects.

We represent the interests of lenders, investors, and equity funds — providing the independent technical confidence required before capital is committed. Our LTA experience spans direct engagement with the World Bank Group, ADB, GCF, and KEXIM Bank across multiple financial close transactions.

For wind, solar, and BESS projects, our technical due diligence focuses on the civil, geotechnical, and infrastructure dimensions — the foundations, access roads, civil works, site conditions, and constructability factors that electrical-focused advisors routinely underweight.

Service 2

Owner's Engineer & Project Management

Senior engineering oversight and project management representing the owner throughout development, procurement, and construction — across hydropower, pumped storage, wind, solar, and BESS projects.

From feasibility study management and EPC procurement through construction monitoring and financial close preparation, Joule Pacific provides the independent technical capability to protect the owner's position, manage contractor interfaces, and keep complex multi-party projects on track.

Where full project management is required, we bring in specialist project controls, scheduling, and cost management capability through our partner network — operating as an integrated team under Joule Pacific's leadership.

Service 3

Civil & Infrastructure Advisory for Renewable Energy

Specialist civil and geotechnical advisory for the infrastructure components of wind, solar, and BESS projects — the disciplines that determine constructability, cost, and delivery risk, but are frequently underrepresented in renewable energy feasibility studies.

Joule Pacific provides independent assessment of civil works scope, geotechnical risk, site access and logistics, foundation design adequacy, and infrastructure CAPEX — either as a standalone review or as part of a broader due diligence or owner's engineer engagement.

This service is particularly valuable for lenders and investors whose existing technical advisors are strong on electrical systems but lack depth in civil infrastructure — and for developers who want independent scrutiny of civil cost estimates before committing to EPC negotiations.

  • Geotechnical investigation scoping, management, and interpretation — foundation conditions, slope stability, and site-specific risk
  • Civil constructability review — access roads, laydown areas, drainage, civil works sequencing
  • BESS civil and non-electrical balance of system — enclosure civil works, foundations, containment, site infrastructure
  • Wind farm civil infrastructure — turbine foundations, internal roads, cable routes, and substation civil works
  • Solar farm civil works — grading, drainage, fencing, access, and mounting system ground conditions
  • CAPEX review and cost estimation — independent assessment of civil cost estimates and contingency adequacy

Service 4

Asset Intelligence Review

A structured technical assessment that synthesises the full historical record of an infrastructure asset — design documentation, construction records, monitoring data, operational reports, and previous consultant assessments — into a clear options framework for a major investment or refurbishment decision.

Joule Pacific applies advanced document intelligence methodology to process and cross-reference large historical corpora — surfacing critical technical relationships, cost-benefit implications, and recommendation conflicts that are invisible to conventional document review. The result is a structured options assessment delivered in weeks, not months.

Particularly valuable for hydropower and dam infrastructure assets approaching major refurbishment decisions, where institutional knowledge is fragmented across decades of reports from multiple consultants with differing recommendations.

Service 5

Hydropower & Dam Specialist Advisory

Specialist technical advisory across the full hydropower and dam engineering lifecycle — from dam safety assessment and geotechnical investigation management through hydraulic design review, refurbishment planning, and EPC technical support.

Engaged directly by developers, operators, government agencies, and other consulting firms requiring senior specialist input. Also available as peer reviewer or Panel of Experts member for high-consequence dam safety and design decisions.
